THE HAGUE, Netherlands – The International Criminal Court has jurisdiction over potential war crimes carried out by Hamas militants in Israel and Israelis in the Gaza Strip, even though Israel is not a member state, the ICC’s top prosecutor told Reuters on Thursday.
